2018 Bills

Today was the last day for Governor Brown to sign or veto bills for this legislative session. If he neither signs nor vetoes a bill, then it automatically becomes law. Vetoed bills could be reintroduced next year, but they will need to start the committee process over again. In theory, the legislature could override a veto, but that hasn’t happened in California since 1979. (Fun fact: Jerry Brown was the governor at the time.)

Criminal justice

  • Signed 9/30 AB 1793 (Bonta) Allows automatic expungement or reduction of a prior cannabis conviction
  • Signed 8/28 SB 10 (Hertzberg) California Money Bail Reform, heavily amended. The Marshall Project summarizes why we’re not celebrating SB 10 in its final form.

Environment

  • Signed 9/8 AB 1775 (Muratsuchi) Prohibits the development of new oil pipelines and other infrastructure in coastal waters controlled by the California State Lands Commission
  • Signed 9/8 SB 834 (Jackson) Prohibits the development of new oil pipelines and other infrastructure in coastal waters controlled by the California State Lands Commission
  • Signed 9/10 SB 100 (de León) Establishes a state policy that renewable and “zero-carbon” generating facilities supply all electricity procured to serve California end-use customers no later than December 31, 2045

Gun violence prevention

  • Signed 9/28 SB 1100 (Portantino) Raises age to 21 for buying a gun and prohibits anyone from buying more than one gun per month

Policing

  • NO VOTE in Sen. Appropriations AB 931 (Weber) Permit lethal force by police only when it’s “necessary,” meaning when there’s no other way to prevent “imminent” injury
  • NO VOTE in Asm. Appropriations SB 1186 (Hill) Requires law enforcement agencies to develop and publicize a proposed Surveillance Use Policy for the use of each type of surveillance technology

Environment

  • NO VOTE in Asm. Transportation AB 1745 (Ting) Requires all new vehicle registrations (under 10,000 gvw) to be zero-emission by 2040
